we use the water as if it is cheaper than dirt, because it is for those of us that use it. if we could create small water markets, we could move water from relatively low value to relatively high value uses, getting rid of a good deal of the misallocation between urban, industrial, and agricultural uses, and improving the environment. in washington, idaho, and montana, the focus on using markets to improve the flow, purchasing water, they are doing it without the high and dry result, without driving up the agriculture. it can and will work if we give them a chance. can you expect this -- i will wrap up with this -- can you expect this to happen if you turn it over to your local politician? hold your breath and you will not look long -- you will not live long if you wait for that. these incentives are not part of the equation. cleaning up arsenic is what it is about, and if it costs the city money, that is the problem for new board. or maybe we will throw them a subsidy, in which case it is your problem. politicians are not likely to bring forward market reforms that will ma

terry, eaddy to tell us that. you need to give us a plan. >> i have a plan. you have failed to balance the budget. >> no, you have not given us a plan. you talk about spending and all of the cutting. you are cut out of the same cloth as the obama administration. bigger government and more spending. >> i solve the obama campaign from health care reform to health insurance for everybody. doctors have said that if we could get government out of our health care they could lower the prices by 60% or 70%. we would not need insurance. we could afford it out of our pocket. if we should provide anything as the state administration, it should be the county hospital system invigorated -- reinvigorated. we are not going to lead people bleeding on the sidewalk. >> obama health care reform is absurd -- agreed? >> i think it is a state's rights issue. it is not for the federal government to decide. it is up to us to decide how we live and how we will govern ourselves. i believe we lived in the greatest and wealthiest country in the world and we should be able to find a way

thank you for joining us. while this hearing is about too big to fail i would like to go back to the broader issue of the crisis if i might. would you describe for us the role that the federal reserve place in monitoring or managing credit standards in our country? >> as i mentioned earlier, the federal reserve has had a role in consumer protection, so we have created rules for example on requiring documentation, escrow accounts and other standards of underwriting that apply to mortgages. the other main area i can think of is like other bank regulators we want to make sure banks -- is their decision what risks to take and what loans to make, that they are adequately capitalized to deal with any losses that might occur. so we are pressing on the one hand for stronger sensitive capital standards to tie the amount of capital banks have to hold to the risk of the loans that they make and therefore if they make a riskier loans they need to hold more capital and judge for themselves if it makes sense to do that and
